[Bug 31785] Add more languages and locales to the core tests

For the usp10 tests it would be nice to have Thai, Tibetan, a Deseret script
language, a Sinhala script language and Canadian Aboriginal syllabic language.
That's in addition to Japanese, Chinese, a Devanagari script language, Arabic
and Hebrew which we already have.

Script support evolved a lot in Windows 7 and later versions so it's not very
useful to have those in Windows Vista. But it's possible to add many languages
in Windows 10 so that would be a good place to add them.
