[Bug 32318] Excel 2007 files password-protected in Wine cannot be opened in Windows, and vice versa

This is partially fixed in wine-1.7.22-123-g2c78d58. Excel 2007 files
password-protected in Wine can now be opened in Windows, but files
password-protected in Windows still can't be opened in Wine.
