The 32-bit Windows 7 failure was fixed by this commit:

    ntdll/tests: Fix the XState AllFeatureSize check on old CPUs.

    On old CPUs lacking XSAVEC, Windows 8 and 10 don't set AllFeatureSize /
    AllFeatures.
