I think it's issue on my behalf and this bug should be closed as fixed.
Odd thing is that configure shows

checking pulse/pulseaudio.h usability... yes
checking pulse/pulseaudio.h presence... yes
checking for pulse/pulseaudio.h... yes

but it still prints

configure: libpulse 32-bit development files not found or too old, Pulse won't
be supported.

sudo apt-get install libpulse0:i386
libpulse0:i386 is already the newest version (1:8.0-0ubuntu3).
