tests for GetSystemTimes

I wrote some tests for GetSystemTimes, to show it returns same
user/idle/kerneltime as NtQuerySystemInformation. Still needs a bit of polish.
Implementation using NtQuerySystemInformation is then rather trivial
I'll send patches soon
