It's doing CLRCreateInstance(&CLSID_CLRRuntimeHost, &IID_ICLRRuntimeHost,
&iface), but testing on Windows shows that this doesn't work:

So, the failure must be elsewhere.

Also, you should probably install native .NET for this.
