[Bug 22662] Red Alert 3 1.12 fails to start

This bug should be marked as INVALID at least.

Igt is unreadable. First reprt was about MSVCP80.dll.

After, it ias about d3dx9. 

I propose to close this bug as INVALID, and someone opens a new bug report for
the d3dx9 problem.
