[Bug 58998] cmd broken, 'echo|set /p=%LOCALAPPDATA%' returns empty string

wine 10.16 also failed to run following:

cmd /c 'echo|set /p=%LOCALAPPDATA%'

But simple running cmd, then typing:

echo|set /p=%LOCALAPPDATA%

Works!
