[Bug 42640] Install of winehq-staging (2.3.0~ubuntu16.04.1) fails because of unmet dependencies

The packaging was not changed, so the changed repository location will not make
a difference. It would be useful to know the output without
"--install-recommends" or when using "aptitude" instead of "apt-get". Either it
was a temporary problem (can happen when 32-bit/64-bit repos are not updated at
the same time) or it is caused by a conflict with third party repositories.
