GitLab issues weren't enabled at the time that was written. The Mono GitHub isn't archived because people seem to be unable to find Winehq from that repo. If it were archived, bug reports and PRs would get lost as people don't find a place to file them, which IMO would be worse. At least this way, I can see them, and I usually respond to new ones.
