Support for CNG_RSA_PUBLIC_KEY_BLOB

Quickly added support for CNG_RSA_PUBLIC_KEY_BLOB, but then it needs ncrypt.dll
and when native is taken, then it needs unimplemented BCryptResolveProviders.
No way for now.. Fortunately, the workaround - unpacking the opc file manually
- is simple.
