[Bug 16323] Sid Meier's Civilization IV 1.61 starts single player game with 10 turns remaining

This sounds like a side effect of a bad No-CD patch for Civilization IV 1.61;
I'm tempted to call this one invalid. There is a newer patch for the game in
any case.
