[Bug 20924] program icons either missing completely or having black background

The program icons are being displayed correctly without black backgrounds in
1.3.34. The ALT+T menu icons are still missing. In my opinion this bug can be
marked as Fixed and a second bug should be opened about the missing icons.

Also, there is no need to use external msxml libraries.
