[Bug 21129] cmd /? should give a help message, not '/?'

C:\Documents and Settings\austin>echo /? hi
Displays messages, or turns command-echoing on or off.

  ECHO [ON | OFF]
  ECHO [message]

Type ECHO without parameters to display the current echo setting.
