The installer uses the first writable drive letter being of 'harddisk' type with enough space *after* drive 'c:' to place intermediate files. This includes mapping of temporary dlls which requires 'exec' permissions. Yes, it's the way the installer works, it has nothing to do with Wine. You need to fix your setup (bug invalid).
