If you can get a backtrace with debugging symbols (either install your distro's "debug" package for Wine, probably called something like wine-dbg, or build Wine from source), that would make it easier to tell what's going on. For now, my guess is that fallout 3 includes something that sets a global windows hook, and that hook is not working correctly. Common practice is to use a separate wineprefix for each application, so that they can't break each other (see http://wiki.winehq.org/FAQ#wineprefix). (It seems rather suspicious to me that fallout 3 would install something like this. Now, I'm not saying you're a pirate, nor do I necessarily have a problem with piracy, but if you do have a crack or pirated copy then it could explain why this is happening. If that's the case, well, as a rule we do not work on fixing such things.
