This issue was resolved in WINE 10.7. The likely fix was commit 
5938ce84433ab10716f5310c7d8f3e0ffa7fc591 that resolved a long standing issue
with netapi32. The fix resolved an issue with commit
1904227cc363e0fed0fc69d038a0902010f9331b.
