[Bug 20073] LifeScan OneTouch Diabetes Management Software does not install/run properly

In 1.1.31, dcom98 and jet40 cause IKernel.exe to crash when the installer is
extracting some files, before it gets to the very first dialog window.

When dcom98 and jet40 are not installed (using winetricks), it fails the same
way as in previous versions.
