[Bug 10921] lang attribute is not specified for bugzilla pages and/or textinput/textarea fields

Is it necessary?  Assuming that the rules state bugs must be written in English
(I don't know whether this is true or not), it will more than likely be set to
US English.  That doesn't really help us British, Australians, South
Africans.... and so on.

What language do you suggest it is set to?
