[Bug 11854] Windows programs in Wine menu are behind Programs menu

Well, in Windows the "Programs" submenu makes sense, as it is directly in the
menu root which contains other submenus as well.

In the Wine case, all the entries under "Wine" are for Programs anyway, making
it just another unuseful menu level.

But if we still do not want to touch it, fine by me.
