[Bug 18191] Notepad should detect text type and adjust encoding automatically

The subject is still wrong, Windows notepad doesn't detect the encoding,
it always uses unicode internally (notepad in Wine does that as well),
and just is able to save as unicode (which Wine notepad can't do).
