[Bug 19889] Steam client major lag

It is definitely improved as you say, but I still seem to have unreasonably
high cpu at times I can't seem to pin down except for one issue. 

The one thing I have confirmed causes it for me.. Do you have ridiculously high
cpu when you click on a menu arrow next to someone's name in the friends list?
