[Bug 12207] taxcut 2007 does not install

I can confirm with my current Git that while the installer seems to report
installation success, the msiexec usage output that the reporter logged does
indeed show up, and launching TaxCut results in no output but a dialog box
saying that "TaxCut Federal is not installed (see
BusinessMgmt::getDllHandle()".
