[Bug 15666] IE5.5 crash in TOOLBAR_AddStringW

I suspected MSDN isn't quite right, so I removed the wparam check in
TOOLBAR_AddStringW() and it stopped crashing. Probably needs some testing.

BTW, next problem is: Unimplemented function
shlwapi.dll.IConnectionPoint_InvokeWithCancel
