Batch variable substring yields incorrect results when using
enableDelayedExpansion.

setlocal enableDelayedExpansion
set foo=bar
echo "!foo:~0,2!"
endlocal

Expected output: "ba"

Actual output:
 - Wine cmd: "~0,2"
 - Windows cmd: "ba"
