Looks like issue is related to Unicode support.

I you convert Makefile to UTF-16 using iconv, nmake works!

iconv -futf-8 -tutf-16 Makefile >Makefile1
mv Makefile Makefile~
mv Makefile1 Makefile

Example of Makefile that is in UTF-16 encoding is in attach.
