Although we support XDND, currently we only handle sending WM_DROPFILES to
windows with WS_EX_ACCEPTFILES.

Most applications handle drag and drop via OLE. We need to implement some sort
of callback through ole32 so it can relay these messages to OLE-registered drag
and drop applications.
