For winemenubuilder, the correct component is "programs", and the keyword is "integration".
This would be a feature not a bug, also one unique to Wine (Windows doesn't have it) so downgrading importance to "Enhancement".
It is a bug. I have winemenubuilder.exe disabled but mime-types are still added. .desktop files are not made, so that behavior is fine. .lnk files are still made, but that's not winemenubuilder's doing.
The *feature* to disable MIME types and menus is an enhancement, since it can't be done in Windows. One of the possible *methods* to get that *feature* (ie. by disabling winemenubuilder.exe in winecfg) not working, seems to me to be a separate bug, possibly even a regression as the comments here claim.
