The question is, does this file need to be installed? Following the file->component->feature chain for file this shows that it is part of the WinSDK_RDC feature, which is specified in the ADDLOCAL parameter by the installer wrapper. But it also specifies WinSDK_RDC_X86_CRT, which is a child feature of WinSDK_RDC.
