[Bug 35633] Risk of Rain has low fps

For my last comment, running the demo once and exiting populates the Prefs.ini
fully and shows the expected options. Setting no_surface=1 then provides a
smaller FPS boost than in the full version. I only get around 25-30 FPS with
no_surface=1 set.
