Because LOCALE_SYSTEM_DEFAULT and LOCALE_USER_DEFAULT are different things.
With your partially changed locale data:

---
LANG=en_US
LC_CTYPE=ru_RU.UTF-8
---

system and user locale data are different in Wine, that's why test failed.
