The debug registers fix is now upstream (see MR2144
<https://gitlab.winehq.org/wine/wine/-/merge_requests/2144>, commit
93fde56b494151f5e4bdfc560f930867bda52514). 

32-bit console EXEs should now work, but graphical apps currently do not.
