[Bug 16997] lotro: symbols above NPC's are totally black as is fog

Nothing to be sorry about - those state dependency issues are tricky to debug
and sometimes ugly to fix. In fact the patchset that the regression causing
patch was part of was an attempt to fix troubles with the fog state
dependencies.

Otoh I have to find something else now.
