this bug is fixed by commit e4471d5f80ed4cf0cfe5fedd0b01e66e92356255

The VS 2010 beta2 web bootstrapper now downloads all necessary files (980+
MiB).
Might take a while depending on your pipe size...

There is no additional winhttp bug, I had a tainted GIT with other patches
applied hence I saw a non-issue on receive path.
