Hmm, played around with the winecfg a bit more and got the sound stabilized. 
Changing the DirectSound Hardware Acceleration to Emulated allows both programs
to work, syncs the sound and faces in Septerra, and generally smooths out the
sound.  Any of the other settings (Full, Standard, Basic) cause the same assert
error.
