You obviously set the prefix to an existing prefix '~/.wine-wow' (there is no terminal message indicating prefix creation when you run 'winecfg'). Also setting WINEARCH on existing prefix is useless, you can't change the prefix to 32-bit _after_ it has been created. Please make yourself familiar what WINEPREFIX means and how it works.
