The check that fails is:

001c:Call KERNEL32.CreateFileW(00465ba4

ret=00450718
001c:Ret  KERNEL32.CreateFileW() retval=ffffffff ret=00450718

fltmgr.sys seems to correspond to the Filter Manager for file system drivers.
This is probably very impractical to implement.
