That's nearly a full tenth of a second between invoking and returning from PlaySound. Please investigate further whether it's PlaySound, winmm/wave or mmdevapi that causes such delays.
I looked closer and it's the close(fd) call in AudioClient_Release. I've seen it take over 0.125 seconds according to +timestamp. So, here's a patch to signal the next sound to play before the waveOutClose() call occurs. It fixes the issue in my VM.
