Good news.
The error occurs before the existence of the database is checked.
You can just make something up.

I'll attach a tnsnames.ora with a dummy connect string.
Just put it in c:\ORACLE\instantclient_21_9 and you can reproduce the issue.

Another thing I forgot is some information about my system:

OS: Arch linux
Kernel: 6.5.6-arch2-1
Wine version: 8.17
