[Bug 20042] Wine does not build on amd64 when linking to 32-bit libmpg123

It would be much nicer for libmpg123 to export both types of symbols, like
glibc does, then it would work everywhere without nasty header file hacks. And
using the same header on all platforms would be a lot nicer too.
