just figured a way to get IE8 running on second start.

IE8 starts after files: index.dat & desktop.ini are deleted from directory:
drive_c/users/<user>/AppData/Local/Microsoft/Windows/INetCache/Content.IE5

This doesn't afftect the way GUI looks, it is still messed up.
