[Bug 25201] wine: Call from 0x7b838b62 to unimplemented function mscoree.dll.GetFileVersion

This particular function should be very easy to implement, as we already have
CLRMetaHost_GetVersionFromFile. GetFileVersion should just forward to that. I
think I've used other CLRMetaHost_* functions in this way, using 0 as the first
argument.
