Thanks for all the responses. I changes Ubuntu's locale to Hebrew (if you meant to change Wine's, I don't know how.) The results are worse. None of the menus of the program are readable.
Do you have Hebrew fonts installed? If yes, you need to setup aliases for missing fonts, and perhaps have ms core fonts installed.
