I don't think this is actually a bug, but rather intentional behavior from the
installer. Many of the SAPI 5.1 components and registrations are already
present in XP RTM, and the conditions in the installer for many SAPI core
components specify "VersionNT <= 500 or Version9x", which excludes XP. This
should thus be closed invalid.
