[Bug 35491] Switching to fullscreen works inconsistently

Apologies, I'm still new to the Wine community.

I submitted links for the four fullscreen games I've tried so far. It seems to
affect each one of them.

If there's a simple DirectX demo that switches to fullscreen that would be
easier to debug, I'd be happy to run that and report back results.
