Page [1] states that "Hotspots should be created with positive location values. If the xHotSpot or yHotSpot parameter has a negative value, the actual hotspot has an arbitrary position." When hotspot coordinates are negative, Wine sets them to (16,16). I guess that Windows does it differently.
