I don't think this is a bug - the re-use rules for an existing connection mean you can't re-use the same connection addressing for a time period.
Should be discussed on netdev(a)vger.kernel.org if you think otherwise
All I can say is "WTF. Seriously?" Can someone with a better background in networking please send a message to this mailing list?
