Since KB2936068 fixes the problem, could this be closed as NOTOURBUG or maybe WONTFIX?
No, native dlls are not a fix.
The thing is, native DLLs are being used in the first place (dotnet40;vcrun2005;IE), and KB2936068 is updating those native DLLs to a newer version. Also, after installing KB2936068, msctf.dll never even gets called, as setting an override to disable it still allows the program to be launched, so KB2936068 is not just replacing msctf.dll.
