Tested with wine 9.0
Still an issue.

cmd /? opens a new command prompt.
> wine --version
> wine-9.0 (Ubuntu 9.0~repack-4build3)
> wine cmd
> Microsoft Windows 10.0.19043

C:\temp>cmd /?
Microsoft Windows 10.0.19043

C:\temp>exit

C:\temp>exit
