Essentially all .NET 4.x applications using WPF 4.x suffer from this in a multi-monitor environment. The user visible symptom are dialog/windows rendered with black content and a continuous (endless) spam of 'fixme:win:EnumDisplayDevicesW' messages in console. With this full patchset applied, these apps render their user interface properly using WPF 4.x -> DirectX 9/10/11. I would consider this issue as important.
